Frank DeBord
Manager, Experimental Programs
Frank DeBord, founder and president of Scientific Marine Services in San Diego, California, supervises experimental programs for the AmericaOne design team. This is his sixth America’s Cup.He is responsible for tank testing, wind-tunnel testing, and instrumentation and testing of the full-scale boats to provide performance evaluation of candidate designs, and to ensure that the analytic tools used by the design team are valid.
Recently, DeBord assisted Principal Designer Bruce Nelson with the Falcon 2000 project, and he assisted with the design programs for the Reichel/Pugh 68 Exile and the IMS maxi Morning Glory.
During the 1995 America’s Cup, he was responsible for the experimental programs conducted by OneAustralia. In 1992, he was a member of the Stars & Stripes design team, and he completed special projects for the Partnership for America’s Cup Technology (PACT). He gained his first America’s Cup experience conducting tank tests for the 12-meter Enterprise in 1977, while attending the Stevens Institute of Technology.
His primary business is providing similar services to the international marine and offshore industries. Clients include all of the major oil companies, shipyards, naval architects and the U.S. Navy.

DeBord has a Master's Degree in Ocean Engineering from the Stevens Institute of Technology.
He lives in Escondido, California, with his wife, Judy.
